Our History

“I’ve spent most of my professional life working with children and families involved in the child welfare system. In 1996, I did my doctoral research on the impact of child abuse on the psychological function of children. I was concerned about the long-lasting trauma children suffer long after their bodies physically recover. I wondered, “Was there a way to prevent the tragedies of child abuse and neglect? Could the Church be the answer to helping families in crisis stabilize and thrive?”

When the Lord gave me the idea of Safe Families for Children, I knew social isolation to be one of the most significant factors contributing to child abuse and neglect. Most parents need this kind of help, but few have family and friends to turn to in their moment of crisis.

I remember sending a letter to then-Chicago Mayor Richard M. Daley outlining the idea of Safe Families and the need for a safety net for vulnerable children in Chicago. Mayor Daley assigned B.J. Walker, then the City of Chicago’s Director of Human Infrastructure, to help us get started.

After receiving the green light from Mayor Daley, he suggested I meet with the Department of Children and Family Services (DCFS) to get their blessing. So in 2003, I met with the DCFS Deputy Director who initially said it was the best idea he had ever heard! However, he then said it would never work. He said we would be a complete failure. When I asked why, his answer troubled me. He said, “Children are not valuable in our society unless they’re your own or you adopt them. In America, people only look after what they own (their own). Nobody will look after someone else’s child without getting paid. We can’t even pay people enough money (foster care) to care for someone else’s children.” He went on to say, “and these are people of faith you mention, they only protest things, they don’t do anything proactive.”page3image3724928

It hasn’t always been an easy road from those early days of doubts and setbacks. But the Lord has provided all we needed when we needed it. The Lord has continued to bless our efforts as we’ve overcome various legal hurdles and financial barriers.

When my wife and I started what is now known as Safe Families for Children, we had high hopes. We knew there had to be a better way to do child welfare. To impact those families in crisis whose children were on the edge of entering foster care and susceptible to abuse or neglect.

Safe Families for Children was born out of the need to keep children safe, keep families intact, and reduce the need for foster care. Today, I’m proud to say our volunteers and staff have surrounded over 50,000 vulnerable children and isolated parents with a caring, compassionate community.

What started over 20 years ago, with Dave and his wife, Karen, Anderson opening their hearts and homes to host children, has blossomed into a global movement to keep children safe and families together. Founded in 2003, Safe Families for Children is an evidence-based, community-driven nonprofit that seeks to reframe how families are cared for and supported when facing challenging and unmanageable circumstances. 

Safe Families for Children has provided over 75,000 hosting arrangements and 1.4 million bed nights of safety for children. With over 90 chapters serving 150 cities nationwide, the Safe Families movement has expanded globally into Canada, the United Kingdom, Hong Kong, Uganda, the Philippines, Tanzania, and Malawi.

Through this movement, we’re enabling the global Church to return to its historic role of caring for the orphan and the widow. Now churches of all sizes play roles in providing support and stabilization for isolated families in their communities.

It’s an exciting time for Safe Families for Children as we continue to grow and care for the most vulnerable among us, our children. Together, we can build a future rooted in hospitality,generosity, compassion, and the unwavering belief that every family deserves to feel safe and loved.

Safe Families for Children

2003

Dr. David Anderson launched Safe Families for Children in Chicago, Illinois, and the Anderson family opened their home to host children and invited other families to join them.

2008
Safe Families for Children launched 12 chapters with 1,902 hosting arrangements and serving 1,248 families. Affiliate Partners’ expansion with Bethany Christian Services and Olive Crest.
2011
Safe Families for Children quadrupled US locations, with 41 chapters and growing affiliate partners. Total hosting arrangements increased to 6,060, serving 3,644 families since inception.
2013
Safe Families for Children expands both nationally and around the world, with 72 US chapters and global launches in England, Wales, Scotland, and Canada.
2014

Safe Families for Children initiated the first steps towards an evidence-based model by launching a Randomized Control Trial (RCT). Serving over 9,652 children and families since inception.
2021
Safe Families for Children serves a record number of families and children in one year due to the COVID crisis and more parents seeking wrap-around support. First launch of the state model, opening seven new chapters in Florida. Served over 32,139 children and families since inception.
2024
Safe Families for Children achieves evidence-based status, proving the model effective to prevent foster care with 97 local chapters and 18 countries globally. To date, we have served over 90,000 children and families globally. Dr. Dave Anderson published his first book, Unleashing Radical Hospitality: A Journey to Make the Safety of Children and Support of Parents a Priority for All of Us.
2025
Since inception, Safe Families has provided over 77,000 hostings, providing children with 1.4 million bed nights of safety. SFFC earns Family First Approval and is eligible for Title IV-E reimbursement under the Family First Prevention Services Act (FFPSA). Also, honored by Christianity Today as one of seven inaugural recipients for the 2025 Compassion Award.

Our Impact

Since 2003, Safe Families for Children has arranged close to 50,000 hostings in Host Family homes across the United States. The number of hostings are even higher when combined with existing efforts in the United Kingdom and Canada.

Average Days Hosted

On average, a child stays with a Host Family for 30 days, but hosting durations can range from one night to one year, depending on the needs of a parent. In contrast, the average stay for a foster child is 22 months in the system.

On average, a majority of hosting requests are for infants under one year of age, involving single and socially isolated parents. By walking alongside families, parents can build support networks that enable them to get back on their feet.

Average Cost Savings

On average, the cost associated with hosting children for SFFC is approximately $1,500 per child. In contrast, the average costs of a child in the foster care system is about $70,000, which is a 97% savings per child for the taxpayer.

What We Do

We help parents in crisis

Whether they are experiencing issues with homelessness, unemployment, domestic violence or other obstacles, we want to help.

Safe Families for Children helps parents in crisis get back on their feet and keep their families intact.

Who to refer?
  • A parent (or guardian) whose issues can be resolved in 6 months or less
  • A parent who needs to escape domestic violence or complete drug treatment, mental health care, hospitalization, etc.
  • Children who do not have severe behavior problems
  • Children who may have experienced cases of neglect, risk of harm, no fault dependency, excessive corporal punishment, etc.
  • Open cases where more time is needed to assess allegation but the children are better off in a safe place
  • When no relatives are available, or when relatives are not the best option
Families Helping Families
When a crisis strikes, many of us rely on relatives and friends for support. But for some parents, this is not an option. Safe Families seeks to come alongside parents in crisis get on their feet by providing short-term care for their children for as little as a couple of days to several months.
How does Safe Families work?

Safe Families surrounds families in crisis with caring, compassionate community. Our family of volunteers provide a loving, temporary home for children while their parents deal with their crises. We care for their children for as long as they need. We work quickly to connect children with a volunteer family. Often, we’ve been able to find a home the same day we receive a call.

Our goal is to keep kids safe and families intact. Once a parent’s life has stabilized and the home environment is healthy, we work with parents to reunite their family as soon as possible.

A Network of Support

In addition to Host Families, families in need are connected with a Family Coach and Family Friends. A Family Coach comes alongside families in crisis to help them make the necessary changes to bring stability to their family’s life. They can provide guidance in helping someone find work or secure an apartment. Family Friends can provide encouragement and perform small tasks such as babysitting or transportation.

How to explain Safe Families for Children to a parent in crisis
  • Safe Families is NOT a foster care or adoption service.
  • Parents maintain full custody of their children and can request their return at any time.
    • Parents have regular visits and contact with their children.
  • Volunteer families are extensively screened with a background check, home screening, and references.
  • Volunteers receive no compensation and serve out of their belief of helping others.
  • Children ages 0 – 18 can be hosted, including parenting teens.
  • Children can be hosted for as short as a couple of days to several months.
  • Every attempt will be made to maintain the child’s daily schedule.
  • Safe Families is committed to reuniting parents and children as soon as possible.
